In a sample of college students 40% are third-year students and 70% are not second-year students. What fraction of those students who are not third-year students are second-year students?

Third year students = 40%
Non third year students = 60%
Non second year students = 70%
Second year students = 30%
Fraction = 60/30 = 2
Non third year students = 60%
Non second year students = 70%
Second year students = 30%
Fraction = 60/30 = 2

The solution is correct. Just one correction needed - the fraction is $\frac 1 2$, not $2$.
