I took HSC this year and passed. but i'll have to take it again. I took the admission test of Dhaka University as well. am I still eligible to participate at the Olympiad ? (i didn't get admitted into DU....)

( For quite a while now I've been asking this question to people associated with math Olympiad on Facebook. some senior viaya did answer.but something made me confused again.... so here i'm, annoying myself and people....apologies. )

For IMO, "Contestants must be under the age of 20 and must not be registered at any tertiary institution" (i.e. post secondary education/university).
For IOI, "A Contestant is a student who was enrolled at a school for secondary education, in the Country they are representing, during the period September to December in the year before IOI’n, and is not older than twenty years on the 1st of July of the year of IOI’n. Students who are studying abroad may represent the Country of their nationality."

If you haven't $\small \textbf{officially}$ enrolled in some university, you are still eligible for IMO.

But (there is always a but), BdMO rules are different.
Every year the IMO candidates who get in various US universities are not officially enrolled till September, but are still considered ineligible for the IMO.
So, just because someone is eligible for IMO doesn't mean he is eligible for BdMO.
The main point of your case is the "attending HSC another year", I guess, and there hasn't been a case like it before as far as I know.

Contact with Munir sir(Munir Hasan) or Mahbub sir(Mahbub Majumdar). If you are really passionate about IMO and math olympiad, they might consider your case. But I advise you not to put your hopes up so high.
