is it true that all 'ate' ions such as carbonate, sulphate, nitrate have the resonating structure?

Most probably the answer is 'yes'. However, I think you understand that the structure primarily depends on the number of electron in the last cell of the central atom. (So, you can easily find out the structure in most cases.)

In chemistry there are some compounds like benzene. their natures and properties cannot be analyzed by one structural formula. We need more than one structure to understand its nature. these structures are called resonating structure. It is generated from pi electron delocalization . If you are intermediate student like me you can find it in your chemistry text. otherwise you have the Wikipedia.
