well radio active material are those which emmits different(but specific) particles(or rays)... people says cow's milk is 'radio activated' coz it's been affected by those emmisions and 'contains' those particles(which is harmfull for us); and milk doesn't emmits those again...so milk isn't radio active material, but is radio activated by other materials.
